Character frequencies seem like it could be a form of monoalphabetic substitution (ROT/Dvorak, Atbash, etc.), but I'm getting nowhere with that.

I got it, too. Rogue Virus and IHC are the only games I've been getting stuff for, lately.
"nimgea" being a jumble of "enigma", I tried several online enigma simulators without success.
